The Police Department, its ranks slashed by attrition, is arresting fewer taggers. Not that it matters all that much because the Fresno County jail, half of its beds kept empty because there’s no money, can’t keep them behind bars.

Not that it matters all that much because the Fresno County District Attorney’s Office, nearly broke itself, can barely find the time and money to bring even the most hardened taggers to justice.
